Infrastructure WA: From AI Curiosity to a Government-Grade Roadmap – 20+ Use Cases Narrowed to 6 Actionable Projects

Brief

Infrastructure WA could see the potential for AI across their assessment, planning, and advisory functions, but didn’t have a shared, evidence-based view of which opportunities were genuinely worth pursuing. In partnership with another delivery team, we led the technical and discovery components of a structured AI roadmap engagement. We ran executive AI training, facilitated a use case discovery process that surfaced more than 20 potential opportunities, and conducted detailed technical assessments of the highest-priority areas. The result was six clearly defined AI projects, each scoped, costed, and sequenced, a roadmap grounded in Infrastructure WA’s governance requirements and delivery realities.

Problem

Infrastructure WA sits at the intersection of government policy, long-term infrastructure planning, and stakeholder advisory, a context where the consequences of getting AI adoption wrong are real. Introducing AI without a clear view of technical feasibility, data readiness, or governance fit isn’t just inefficient, it’s a reputational and operational risk. At the same time, the opportunity was genuine, with AI having clear potential across assessment, planning, and advisory workflows. But without a structured process to evaluate those opportunities rigorously, leadership had no reliable basis for deciding where to invest, what to build first, or how to sequence more advanced capabilities over time. Strong interest in AI without a shared view of priorities isn’t a foundation for action, it’s a recipe for slow, scattered decisions.

Solution

Working in partnership with another delivery team, we led the technical and discovery components of the engagement across three phases. First, we ran executive-level AI training sessions with Infrastructure WA’s leadership, building a practical, grounded understanding of AI capabilities, limitations, and responsible use in a government context. From there, we facilitated a structured use case discovery process, identifying more than 20 potential AI opportunities across Infrastructure WA’s operations, which were then collaboratively evaluated and narrowed to the highest-value areas based on impact, technical feasibility, and strategic alignment. We then conducted detailed technical assessments of each priority area, evaluating data readiness, architectural fit, delivery complexity, indicative costs, timelines, and overall feasibility.

  • Government-calibrated from the start: every recommendation was evaluated against Infrastructure WA’s governance, policy, and operational requirements, with ambition balanced with realism throughout
  • Discovery before assessment: the use case discovery process ensured the technical assessment was focused on the right problems, not a generic evaluation of AI capabilities
  • 20+ opportunities narrowed to 6 actionable projects: rigorous prioritisation meant leadership got a clear starting point, not an overwhelming list
  • Scoped, costed, and sequenced: the roadmap included phased delivery options and indicative estimates for each project, giving Infrastructure WA everything they needed to move from strategy to investment decision

Result

Infrastructure WA came away with a clear, actionable AI roadmap grounded in practical delivery realities. Leadership had a shared understanding of where AI could genuinely deliver value, what was feasible in the near term, and how more advanced capabilities could be staged over time without overextending the organisation. The six defined projects gave Infrastructure WA a concrete starting point, each one scoped, assessed for feasibility, and sequenced within a phased delivery framework that respected their governance and policy requirements. The balance between ambition and realism was deliberate. In a government context, a roadmap that can’t be executed is just a document.
